The Proposal Compliance Review tool assists with your program office’s proposal review process by conducting an initial analysis of all sections of submitted proposals for basic, mandatory policy requirements (such as margins, font size, and the correct attachments as currently documented in the NSF Grants Proposal Guide). NSF staff can submit a list of proposal IDs through this tool and receive a report listing potential compliance issues for each proposal.

Accessing through Research.gov/Desktop
You can access the Proposal Compliance Review from the Research.gov/Desktop while on the National Science Foundation (NSF) network.
Accessing through Research.gov/Desktop
In order to access Proposal Compliance Review, you must be logged into the Research.gov/Desktop. You can login by going to www.research.gov/desktop and entering your NSF LAN ID and password. Please note: you must be logged into the NSF network in order to access the Desktop. If you are working remotely, you must access the Desktop through Access NSF
Following login, you will be automatically directed to the Desktop Homepage.
Click on the Proposal Compliance Review link from the top navigation under Research.gov Labs. You will then be directed to the Proposal Compliance Review Homepage where you can learn more about the Proposal Compliance Review or begin using the tool.

Submitting a Proposal Compliance Report Request
Submitting a Proposal Compliance Report – Here, you can submit a list of NSF Proposal IDs and receive a detailed compliance report for each of the submitted proposals.
The Proposal Compliance Report tool will review
each section of the proposal and report on the following mandatory
requirements and highlighted items:
General Requirements:
o Was the proposal electronically signed?
o Was the proposal submitted by a new awardee?
o Is this a full proposal?
o Was a single copy document provided?
Project Summary:
o Was it one page in length?
o Was there a separate statement on broader impacts?
Project Description:
o Was the formatting within guidelines?
o Did it include a separate section addressing mentoring activities if the budget includes funding for postdoc researchers?
Accomplishment-based Renewals
o Was there six reprints of publications resulting from NSF or other support during preceding 3-5 year period (two may be submitted)?
o Did it include a brief summary (not to exceed four pages of plans)?
Results from Prior Support (Only applicable if PI or Co-PIs have received NSF funding in past five years)
o When applicable, was there a statement that the PI has not had prior support?
o If applicable, did the PI detail the prior support?
o If applicable, did the Co-PI(s) detail the prior support?
o Did the proposal detail the prior NSF award numbers?
Biological Sketch (es)
o Is there one for each senior project personnel?
o Are the sketches limited to two pages per person?
o Did the proposal include collaborators & other affiliations?
o Did
the proposal provide graduate, post-graduate,
& thesis advisor Information?
o Did the proposal include post-doctoral sponsor information?
o Were publications included with a maximum of 10?
Budget
o Was all information correctly entered?
o Is the budget justification 3 pages or less?
o Does the proposal include funding for postdoc researchers?
o Is a justification included if the budget includes more than 2 months per year for the senior personnel time?
Current & Pending Support
o Is the PI current and pending support included?
o Does the proposal include the other senior personnel current and pending support?
o Is the required information included (e.g. person-months covered)?
Special Information and Supplementary Documentation
o Is this information/documentation allowed?
o Is the documentation of collaborative arrangement(s) of significance to the proposal?
Appendix
o Is the deviation authorized?
To create a Proposal Compliance Report request, supply the following information on the Proposal Compliance Report Homepage:
1. Enter all of the Proposals IDs you would like to include in the review.
2. Enter the email addresses where the report should be sent in the To and CC fields.
3. Include a Subject Line to personalize the report.
4. Select if you would like to include the non-compliant proposal sections.
After completing the fields on the Proposal Compliance Report Homepage, click the Submit Request button at the bottom of the page. This completes the submission of the request. You will receive the Proposal Compliance Report via email as an Excel document attachment. A report is provided for each Proposal IDs you included in your original request.
Viewing a Proposal Compliance Report Request
After the submission of the Proposal Compliance Report Request, a report will be sent to the email addresses you provided in the request. A report is provided for each Proposal ID you included in your original request. The report is formatted as an Excel spreadsheet and provides the following information:
